2. Preheat oven to 350 F.
3. In a pan, melt butter over medium heat.
4. Add flour and whisk until mixture becomes smooth and bubbly.
5. Slowly add milk and whisk constantly until mixture thickens.
6. Add shredded cheese and continue to whisk until cheese is melted.
